Where is it?
To my admittedly uncalibrated eye, I would say that point is roughly Santa Cruz. Let's say it is a bit south of that, Big Sur, your apparent Mason Dixon line for Cali.
If that is the case, then it would seem to me that a place described by the name Central Coast, would cover territory to the north and south of BS. I will stick with my original statement of SF and SB being pretty good borders.

Cali, to my knowledge, is different. When Cali was admitted to the union, it was in its current geographical form. Norcal was Norcal, in 1849. Cencal was Cencal and Socal was Socal.
