Just listened to the audio on this. The school was right under the final approach path. The pilots said they did not need to dump fuel, but apparently figured out they were too heavy and had to dump fast. I guess if they could not turn out over the ocean, dump and get back on approach, they did what they had to do. Heavy with a compressor stall right after take off is not something you want to fuck around with.

You're supposed to dump fuel only when you're high enough where the fuel will dissipate before it hits the ground. Is there anything you're not completely clueless about?

They did. There wasn't a fireball. Everyone walked away. A few kids had a little JP-5 (or whatever number they use) sprinkled on them. This stuff is essentially diesel. It will wash off. No one will be harmed. Had it landed on a back yard barbeque, it mighta been trouble, but it wasn't.

Lots of misinformation and outright lies both in this thread and in other places about this flight.
First off trying to claim this wasn't an emergency is wrong and stupid. The right engine experienced compressor stalls. It sounds like it started stalling and then stopped. While returning to the airport it began stalling again in a much more serious manner. For what it is worth compressor stalls are what brought down USAir 1549, the Miracle on the Hudson flight. Guess that wasn't an emergency either.
Planes do have a maximum landing weight, but they can also land over this weight at times. An overweight landing does require an airframe inspection after the fact. This however, doesn't mean that a plane can land at any weight. Some landings would just be too heavy and the landing gear could be shoved up into the fuselage. I don't know what the landing weight was for this flight, but it will come out at some point.
This also isn't the first time fuel has been dumped close to the ground where it didn't have time to dissipate. American dumped fuel on residents of Flower Mound which is Northwest of DFW airport and is upper middle class for the most part. Another flight dumped fuel over Queens with the fuel landing on homes, cars, yards and people. This has zero to do with race and everything to do with safety of the plane and its passengers. Getting spritzed with a bit of jet fuel is far better than having a plane crash into your neighborhood.
That said Delta should do the correct thing here and purchase new clothes and pay for a medical examination for those who were affected. They might want to partner with the school as well and have some of their people volunteer and sponsor something there as well. Just because this was done in the name of safety, doesn't mean Delta should get a pass.
Further the pilots on this flight were most likely in contact with their technical and operations group back in Atlanta and there is a better than average chance that a Boeing rep was on the phone as well. Those folks were likely working out the landing weights and helping the pilots with minutia so they could focus on flying the plane. I would bet the call to dump fuel came from Atlanta. However, it could also be that these guys

When you lose an engine and don't have an immediate diagnosis of the failure, would it not be prudent to assume that the other engine, the only thing keeping it from being a glider, might experience a failure as well? And given this, getting the plane on the deck as quickly as it can safely be done, is SOP?
Or does ATC just treat them like any other bird up there and tell them to get in line to land....since it isn't "critical"?
I am going to assume that yes, when any twin engine aircraft becomes a single engine, it gets head of the line privileges.
I'm sure this isn't the first time this happened. Is there any history of a heavy twin engine airliner being asked to limp up to altitude, send it out to the boonies, so it can shit fuel on Coyotes rather than poor balck kids?

Exactly. Despite the pilots saying they weren't critical, at some point in the ATC tape, they don't cancel their emergency. They also don't ask for a holding pattern out in the middle on nowhere where they can figure things out. As soon as they declare an emergency it gets them front of the line privileges. You can listen to the tape and ATC asks them what they need. ATC is working for them at this point. ATC also allows them to land on the south side of the LAX complex despite them being North of LAX as this unfolds. This does not change the fact that dude wanted that fukking plane on the ground, 10 minutes ago. It was his sole objective. Put it down...safely.
And part of that equation is get it to a weight where it won't stall at the last second and it won't collapse the gear on impact.
He achieved his objective.
He landed safely. Everyone walked off the plane at the gate, not out on the runway via the inflatable shute dealio. BTW, people get fukked up using those things, sometimes.
One broken arm from sliding down a shute would have been worse than a bunch of kids being sprinkled on.
You ever turn a wrench on a vehicle? When you do, guess what? You get petroleum products on your skin.
And guess what else?
You don't die. Unlike a plane crash.
A little soap and water and you're as good as new.
