Bwahaha....solid. I love the quote in the middle that says a big part of the problem is that donor countries aren't paying up. Uh, maybe if the governments involved weren't taking a 35% slice off the top, they might be more giving. It's like saying, "Hurry up and pay so I can finish suckering you!" :lol:

I understand that there was too much $$ pledged. So I see no problem with the US scaling back its donation.
