The court agrees that POTUS has that authority, but that the oblique mention of a classified program on Twitter is not sufficient to declassify it. They further state that POTUS' authority on that subject is not subject to Congressional review or protocol. POTUS decides what the "protocol" is as chief executive and CiC of the United States. It is similar to the power of POTUS to pardon anyone convicted of a federal crime for anyfucking reason that he wants.
