The pretext for the stop was that they said they observed Nichols engaged in reckless driving. As I think I said earlier, IA found no evidence of this being the case.

However, this raises larger questions...

The focus of this specialized detail was violent crime. While reckless driving can be dangerous, it's not in the scope of this detail. So why didn't they simply either call for a marked traffic or patrol unit? And since traffic stops aren't necessarily part of combating violent crime (unless there's prior history with the driver...hint hint) why wasn't there a supervisor advising them to either justify the stop, call for a marked unit, or ignore the vehicle?

First off, you're exactly right in that there's a lot that we don't know yet. And those answers will be forthcoming.

It has been reported by major news outlets that IAD found no evidence of the officers observing someone driving recklessly. I won't say that it automatically makes it true, but usually reporting of info like that is verified later.

If the SCORPION officers observed a vehicle operated in a reckless manner they should have radioed for either a marked patrol or traffic unit so that they could get back to their own assignments. I'm guessing that part of what informed IAD regarding seeing a reckless driver is that the didn't call in the need for another unit (and if Nichols was schtupping the ex of one of the officers it would make sense that they didn't call the stop in at all - which would also explain why there weren't any supervisors there).
