It was Jeb's "turn" because he traded favors with all the right people and created an upward trajectory over a 30 year career. The RNC hated Trump. Reince Priebus withheld party support until it became politically obvious and personally advantageous for him to board the Trump Train.

Trump was the outsider in 2016 and he still is. That's why ensconced bureaucrats are so afraid of him.
