It is more common to find vets embellishing their career. For instance, Sen. Richard Blumenthal (D-Conn) claimed, for many years, to have been a "Vietnam veteran." Fact of the matter is that he never set foot in Vietnam and was merely in the armed forces in some capacity half a world away during the Vietnam War. Which story is more impressive to a voter who doesn't know any better? "Stolen valor" is a form of fraud.
Has Walz committed it? Absolutely, yes. Now this is specific to the US Army. I don't know how other branches are ordered. He claims or has claimed to be a "retired Command Sergeant Major." There are a couple problems with that claim. The first is that CSM is not a rank. It's a leadership position. Specifically, the CSM is the senior enlisted man in a battalion sized unit and the right hand of the battalion commander. Once that ticket is punched, they continue as a sergeant major in various staff positions at higher headquarters. The second problem with his claim is that he was in an acting role only. He did not complete the required course work to be permanently confirmed in that rank which is why he reverted to master sergeant on retirement.
In the Army, sergeants major hold a particular place of respect. They are held in near universal respect and esteem by both lower enlisted and officers. I guess that the other branches are similar. Basically, these are the dudes whose wallet says "Bad Motherfucker." All Walz had to do was complete his coursework and serve the remaining two years on his enlistment and he would join that elite company both in actual cash retirement bennies and social prestige. That seems like a slam dunk especially considering he was National Guard not Regular Army. So why didn't he? Oh, yes. That's right. His unit was going to be activated for service in Iraq. He bailed out on his unit when they needed him the most. He wasn't a clerk. He wasn't handing out blankets. He was a key leader in the unit. The argument that the orders didn't come through until after he submitted his paperwork doesn't fly either. First, he would have known long before the official order came down. NG units take a long time to spin up for active duty, so a warning order would have been sent months prior. The second reason, is that he could have pulled his paperwork and just showed up.
The stolen valor piece of him claiming an acting role rather than an actual official rank is sus, but not quite the end of the world. The more concerning aspect is him being a chicken dick twat and bailing on his unit when he was a key leader. I couldn't have done that even though I would have been dragged kicking and screaming in my own headspace. He was a cunt then and he's a cunt now.

As to my own service, nothing was happening in 1995 not to mention that the unit wasn't depending on me. Oddly enough, though, I was an "acting jack" as well. When my dickheaded 1SG ripped me out of HQ platoon and sent me back to a line platoon as a Stinger team chief, I was forced to trade my beloved sham shield for corporal's stripes, but I was not officially a corporal (the shittiest rank in the Army). I do not claim to be corporal. I was a specialist and proud member of the E4 Mafia.
Every once in awhile I do think of what would have happened if I had been a lifer. I would have been in nearly 11 years by 9/11. I would have been, at least, an E6 if not E7. My 20 would have been 2011 with a front row seat for the entire shitshow in Iraq from 1991 to 2011. Fuck that. If you give the Army enough chances, they will eventually manage to get you killed. Of course, I was active duty not some pud pulling weekend warrior like Walz who bailed the first time his unit was ever faced with the prospect of doing any actual soldiering. And his unit did. 22 months in Iraq through the surge, but dickface was busy lying about his rank and pretending he had a part in it. Total cunt.
