Not really. Technically they are paid by the importer. Those taxes typically increase the cost the end consumer pays. But they are imposed to secure other objectives. If China is dumping stuff in out country to strategically kill certain market sectors, you can apply high tariffs on all goods imported by that country until they get their shit in order. It’s a game of chicken. India is coming like a freight train. It’s a good time to fuck with China. Plus China owns our debt. Ask a banker who controls the negotiations when the borrower is really fucking deep in the lender’s pocket.
