"I drew my Taser, pointed it at Collins and ordered him to back up onto the sidewalk," the police report said. "I told him that if he moved again in an aggressive manner, he would be Tased. Collins stated that he would cooperate with me."

That's obviously a lie. Since when has a Chiefs defender moved in an aggressive manner?
