he was not a booster or coach, so why should the program suffer punishment now, from a rogue agent and a player willing to break the rules from 2004-5?

There's the whole "institutional control" thingy...and the institution made no attempt to keep any. Petey is going to play dumb, but anyone who has ever watched a USC game knows dude is anything but dumb. He SHOULD have known what was up, if he didn't, and the program SHOULD be severely punished.
That's not what's going to happen, but what should happen.
That would be a double-standard, though -- USC was merely following Ohio State's business model. They need to put a salary cap on player payroll at those schools.

I hear what you are saying. I just don't think they'll be able to prove USC had knowledge. If you tell me that they should have had knowledge, I'd tell you that Oregon, tOSU, ND, UM, etc. and etc. also should have knowledge.
A standard of "should" is an impossible policy for the NCAA to enforce nationwide. Actual knowledge is another matter. I don't think that actual knowledge will be proven.

Don't get me wrong...there's a whole buncha glass-house dwellers up in here. I'm not so naive to think Swooshy isn't up to all kinds of dirty deeds...sup, Malik Hairston.
But...from the way it sounds(and I wasn't there), it sounds(you know, that "tone" that text makes) like Bush was flaunting the goods around campus. IF this is the case ("if" being a big word), then a reasonable, responsible coach and AD would at least be suspicious, and uphold his responsibilities to do at least a little inquiring, and report it to the NCAA if he had reasonable suspicions.
It's not like Petey isn't at least a little familiar with his big stars' home lives, to an extent. The all of a sudden, one who had yet to display any great financial means comes rolling up in a customized late-model car?
C'mon, now.
I don't know where the NCAA draws the line between "lack of institutional control" and "pure negligence," but it's got to be right around there, somewhere.
But if they suspend USC for a couple of years for being dirty, they'd have to suspend tOSU for about 50...which ain't gonna happen.
