I think part of the reason for the discussion here is that the word "frivolous" is defined in a much more narrow manner than the general public thinks it should be. Sanctions against the attorney (and also the client, depending on the circumstances) can be imposed for frivolous pleadings, although it seems that they are rendered more in federal courts than state courts.
