What's the name of that one annoying guy on tv who wears that jacket covered with question marks and has that infomercial about how to get government grants and all?

The OL wants to know.

Thanks for the link, RJack. I remember reading another story about him several years ago, where the complaint was that although the programs that he was touting did exist, many had such specific requirements that very few people would qualify. Sure, there'd be grants to open a small business, but it'd be only for women who were citizens of another country and had recently emigrated to the US. Or you could get a grant for free healthcare, but only if you made under $20,000 per year, lived in a particular state, were single and had children. ...that type of thing.

The term “Grassroots” is defined under the Eligibility Criteria.

Of course we're all just dying to know what "one stop delivery" means. So I went and looked it up.

(a) In general, the One-Stop delivery system is a system under which entities responsible for administering separate workforce investment, educational, and other human resource programs and funding streams (referred to as One-Stop partners) collaborate to create a seamless system of service delivery that will enhance access to the programs' services and improve long-term employment outcomes for individuals receiving assistance.
