No, that's exactly what he believes. And he's been genuine about that sentiment. If'n I'm not mistaken, Todd believes Biggio will get in (at some point), but that he isn't actually worthy of getting in.

The only reason the votes went the way they did, Todd, was because of your past suicidal stories. I'd like to say that if we didn't read anymore of those stories for a year that the voting would be vastly different. But this isn't real life and this board is pretty goofy, so don't expect too much.
