The high victimization rate experienced by the overwhelmingly law-abiding black community is mostly the result of predators not having to pay a heavy enough price for their behavior. They benefit from all kinds of asinine excuses, such as poverty, racial discrimination and few employment opportunities.
The prisons are overloaded with those 'predators", and that hasn't been a deterrent.

Both of my parents and their relatives and ancestors all grew up dirt poor in big cities, and none resorted to crime because they were taught to work hard and had good families. It is a familial and cultural thing nowadays that nobody gives a fuck and boys never grow into responsible men; instead they become violent shitbags with the same "gimme gimme the world owes me everything" mentality. No dads around to kick their ass and raise them, and their moms obviously can't really teach them to be men. A nasty vicious cycle continues.
