I would hire a good finance attorney and establlish a blind trust where I wouldn't have to go public to collect the dough. The attorney would serve as adminstrator of the trust and would handle the disbursement and investment of funds. I would employ an auditing process to watch the books and those involved.
One third of the money would go to the family in separate trust accounts, second third to establish investments where I would live off the interest and the final third to philanthropic interests.
Regarding family disbursements: selected head of households would be required to sign an agreement not to disclose the amounts they would receive. Children would have college trust funds established. Disbursements would be monitored and financial advisors provided to prevent wasteful extravagance. Hey, if you want the money then agree to my terms.
After all of that I would travel and play; knowing I've got a plan to take care of the family and everything else is covered.

If I can swing getting to choose which personal Buddy's Business gets the open ended Contract it's an extra special bonus. I'm thinking homes in Rochester, Vermont and somewhere warm in the winter would be in order. And a condo in Pittsburgh to chill out in during game weekends. Because I damn sure would be getting me some Steelers tickets every weekend with that kind of scratch in my bank account.

I'd donate about 10% to a number of charities and distribute another 20% mil to family and close friends. I'd pay off the debt, buy a boat, new primary residence, new lake house and some other goodies (cars, season tix, big screens). Then I'd invest the rest of it in a 5 asset-type financial plan: Cash, Equities (mutual funds and some stocks), Non-Traded REITS, Debt Instruments (Bonds mostly), and Developmental Oil and Gas Limited Partnerships. I figure with that type of asset allocation, I could make about a 11% return on my investments and get some significant tax credits with the Oil & Gas investments on the intangible drilling costs. This would allow me to receive steady income from the dividen payments from the REITs while receiving tax credits on any other income from redemptions/distributions on any other programs that liquidate. This way, I'll never have to dip into the principle.
In your case, I question whether that's even possible.
As for me, first thing I'd do is pay off all my debt, then set up a fully-funded college fund for my kids and fully-funded retirement funds for my wife and me. I'd probably take a trip around the world (by the time I got back, people would've forgotten about me) and buy a condo near ND for college football season.
I'd continue to work, but it would be under somewhat different circumstances. I'd quit my job, and I'd start a legal services organization that acted as something of a "gapfiller" for what's out there right now. I'd represent people who don't quite qualify for representation on an indigency basis as things presently stand, but who can't afford to pay the full going rate for attorneys. Clients would be required to pay some fee for everything, but the fee would be a sliding scale fee based on income.

Wierd thing with the whole lottery fantasy, some folks may change a lot...I wouldn't change a lot. In our lives, my hubbie and I have made choices that have always been made on what we wanted to do instead of what we had to do, so we kind of like where we are.
Our only debt is our house, and we would pay that off right away. I would keep my job because I love it. Only difference would be we wouldn't need it for income. My hubbie loves his job, and will always do what he does, but he might take a year or a few off to explore the world on his motorcycle.
One big difference is that we wouldn't worry about whether or not our kid goes to a state school or a private school for college...he could go anywhere he could get accepted without worries about affording it, but he would still have to work. We believe in doing the best for your kids, but are not fans of just giving things to kids just because you can. Honestly, I don't think we would move. Our house is great, but has little outdoor space. We might move to a place nearby that has acreage instead of a suburban lot, but we woudn't move to the south of France or anything. We moved back here for a reason, and the reason would still stand completely aside from any other money coming in.
And I would drive the dorky car of my dreams, which is a Jaguar XJ12 convertible, totally beautiful and totally unreliable, but with lottery winnings...I think we could afford a full time mechanic. On second thought, we would probably have to move...because my husband would have at least one more motorcycle than he has now and the garage is kind of crowded already. And I would trick out that old Honda Trail 90 that I've had in the garage for years.
I would give money away to the things I care about, but I'm not a fan of just throwing money at efforts just because you like the idea. I have a few targeted efforts to which I give what I have available...and would do more. As for family, the remaining parents that we have are pretty set up, my parents and my hubbie's mom. No one really needs anything, because they took care of things all their lives while also taking care of raising us. They saved and scrimped in their early years, and did well professionally in their later years, and now are in great shape well later in life...and they gave us a wonderful example along the way.
Bottom line, what would you do that is different than any other day winning the lottery? I'd buy my dad the best race horse that he has ever had the opportunity to train, and get him the support help that he has been struggling to get as a small trainer in his retirement. That would be my real treat in winning the lottery.

As for me, once the hookers and booze got old, I think I would do like jimmy carter used to do before he became a senile old dick, I'd build habitat for humanity houses, but, rather than local do gooder volunteers, I'd have hot blondes, midgets and norm from this old house, as a construction crew.

There is no bullet coming, I'm not that mean. And I love this quote from a person I used to be really scared to fight with in sparring rounds..."I only hurt people I don't like". For some reason that just cracks me up, because every single sparring round with that person was painful, but intentional nasty hurt was reserved for people in the not liking category.
Thing is...I get tired of the woe is me stories. Everyone has a challenge. Everyone, if they have a single competitive instinct in them, goes for some things that are hard to do, whether it be in career or sports or just life in general. My parents were dirt poor when I was a kid and they worked their way to a fairly comfy retirement, same with my hubbies parents. I worked my way through school all the way and have made good career choices and am pretty happy with it all. It's not a fairy tale life, but it's a life made up of hard work, good choices, and an attitude that has always said 'either help or get the fuck out of the way'. No whining allowed.
That's the reason I posted my so-called fairy tale life in this thread. Because no one needs the lottery to pay off their debts or to help others. If you don't do it anyway, you wouldn't do it if you won the lottery.
I don't "talk at" many things, maybe talking at my cat or dog, talking at the stone I'm stacking when I'm building this wall in my back yard, or a game on tv. Talking at goes with animals, inanimate objects, or possibly some effort that I simply can't do anything about. And since you are making an effort in this thread that you can't simply do anything about...it's ok to talk at me.
