Of course there are similarities -- for instance, we still have no assurance either one actually happened.
But taking a leap of faith that both incidents are as adverstised (extremely doubtful on both accounts) -- North Vietnam was attempting to gain a military victory. Iran was playing silly-buggers trying to provoke gunfire, and trying to vault the Americans into the bad-guy role through "you started it!"
So, other than the word "gulf" and other than both involving boats...
