As a matter of fact, the GHW Bush recession was over by October, 1992. Clinton inherited a rebounding economy, not a recession.
Chimpy, however, DID inherit a recession- as well as the 9/11 attacks and the blow they dealt the economy- attacks that were made inevitable when Clinton allowed us to get run out of Somalia, and his laughably pitiful retaliations thereafter.
That's not to say Chimpy has been even an adequate president- just marginally better than anything the DemocRats had to offer.

Now, pick a number... any random number will do.
Graph that number. This represents the federal budget.
Now, on the next X, take that number, and add 10%, and graph it. This represents a year.
On the next X, take the last figure, and add 10%. Graph it.
Do that a few times.
When you very quickly need to tape another piece of graph paper to the top to continue graphing, mail it to Bush. Because that's what he has (criminally) done to you.

Not entirely true. Bush started the downsizing to be sure, no argument from me. Clinton cut it too. My point in that matter wasn't that "Clinton gutted the military", but that as a result of the end of the cold war the military was able to be downsized. In essence Clinton reaped benefits of Reagan's efforts.
