If the account is down and this server is your Internet Service provider, they will have settings on their website for all email clients (opera, outlook, etc) including all ports, passwords, pop3, and smtp settings. Just look for the knowledge base, or do a site search.
If it is a company server your IT guy will know all that stuff.
If it's your own server and you don't know that, you're screwed. :>)

Hotmail no longer allows connection through outlook on their free accounts. You have to pay or use the web interface.

Microsoft has owned hotmail since - 1998? I'm surprised it took them this long to start charging for it.

They've had premium service for a few years, but I guess nobody was using it because of outlook integration. they limit your mailbox size. not a big issue when you keep a local pst. so they axed it.
