In any event, the wealthiest 1% are the ones who are paying the largest share of income taxes so of course they're going to receive the biggest breaks.

Remember, the comparison was to Kennedy's tax cuts. At the time of Kennedy's tax cuts, the highest marginal tax rate was 90% (compared to 39.6% immediately before the Bush tax cuts). And it goes without saying that the wealthiest 1% were doing better viz. the rest of us in 2001 than they were in 1962.
