Dude in Hartford is walking on the sidewalk when he comes across a man who has obviously just been struck by a vehicle. He checks to see if the victim is conscious, which he is - barely. He asks the victim if the police have have been notified. Dude shakes his head indicating they haven't been. He's then asked if an ambulance has been summoned. The answer is again, "no." The guy then asks him if his insurance company has been called, with the answer once again being, "no." Finally, the victim is asked, "Mind if I lie down next to you?"
