Jobs are classified and ranked, according to the Law and in conjunction with OPM. Those jobs get filled by people interested in working for a living and picking corn out of shit.
Most folks on the payroll are decent folks who cannot stand the bureaucracy and bullshit. They just want to pick the corn out of the shit and put in an honest day's work. Yes. There are creeps and slackers. The major problem with them is that it is tough to categorically fire them. EEO Compaints, Lawsuits, and a ton of other shit get in the way. Sometimes because these slackers can't be gotten rid of ..... many employees try to pick up the slack because afterall ...

The reason low-income people can't afford health insurance is because they have been totally fucking it up for themselves for decades.They sit on juries because they can actually afford to take the time off from their shit jobs if they work at all, and award every fucking plaintiff that strolls into the courtroom a judgement in the tens of millions. Malpractice rates go through the roof, so doctors need to make more money and demand it from HMOs. Guess who those costs get passed on to? Nothing will change on this until a cap is put on how much can be awarded for emotional pain and suffering, which'll never fucking happen because of the trial lawyers associations powerful lobby. Sucks for us.
