Jobs are classified and ranked, according to the Law and in conjunction with OPM. Those jobs get filled by people interested in working for a living and picking corn out of shit.

Most folks on the payroll are decent folks who cannot stand the bureaucracy and bullshit. They just want to pick the corn out of the shit and put in an honest day's work. Yes. There are creeps and slackers. The major problem with them is that it is tough to categorically fire them. EEO Compaints, Lawsuits, and a ton of other shit get in the way. Sometimes because these slackers can't be gotten rid of ..... many employees try to pick up the slack because afterall ...

Any fucking moron that can read a spread sheet and has the slightest inkling of how the real estate market works knows that price appreciation rates of 20% to 40%/annum cannot be sustained, therefore they were well aware that what they were creating was a house of fucking cards.....so did they rein themselves in like most prudent business people would...FUCK NO, they continued on what they knew was a reckless path that would eventually lead to where we are now.....where did the money go? I have no idea, but the fact is that 700 billion is just the tip of the iceberg and our "leaders" instead of doing the right thing and infusing the money into banks to free up credit are instead going to buy these toxic mortgage packages from these douchecanoes....

The article you linked says that the total compensation to the CEO's of the Fortune 500 is $7,500,000,000, and that exercised stock options accounted for 48% of that amount. That isn't anywhere near 2+ trillion dollars. The losses you and I feel have almost nothing to do with executive compensation. That is only a tiny drop in the swimming pool of value loss.

I could have saved you a lengthy, informative, yet unneeded expose of what the causes of our current financial crisis are....perhaps I should have specified that it's not so much the amount of the CEO's compensation but rather what their what I consider to be outlandish compensation represents....reckless behavior that could have and should have been avoided, yet wasn't because so much of the compensation for upper management is tied to performance, and that is what motivates greed....
