To me, the author is describing how investors will pull their money out, take the hit on whatever gains they might have on the LOW RATE, that exists now. Since investors will pull their money out of their investments and have to pay a tax on the "gain", there will be an upsurge in revenue. I.E. That money will be taxed NOW, at a lower rate, as opposed to ever being taxed later at a HIGHER rate. So before Obama can impose a higher tax, people will pull their money out, so it will never be taxed at Obama's higher rate. The net effect, according to my interpretation of the article is a lack of capital to grow business. Less jobs, and less raises. Bad for business, apparently.
