Chances are pretty good that he wouldn't have been doing his time after conviction in the county jail. The guards were just making hay while the sun shines.

You would be surprised to know how many jail facilities have outdated camera systems. Not only in jails but in cruisers where many still depend upon VHS (they pop in a tape in the trunk) instead of digital systems. They often cannibalize parts from non-working units to keep things going. This "malfunction" will obviously figure large.
