It's pretty commonly acepted that the whole thing was a John Dean operation from the very start. Dean's wife was a former prostitute who had serviced most, if not all, of the important DemocRats in DC and plenty of the lesser important ones. And apparently Dean was convinced that Larry O'Brien- then head of the DNC- recognized her.
