Mortgage monthly payments have always gone by a pretty simple rule of thumb. You can afford 25% of your net income. Anything more than that you get into, or are allowed to get into, makes you and the lender a dumbfuck.

So now we've got people and lenders who've bought into mortgages leveraged at upwards of 40% of net monthly income... and these fucks need a bailout... on my dime?
