Yes, that is part of it.Rents per square footage are too high in downtown areas for Wal-Mart to pull their expected profit.
The other factor is the consumer. Would you go downtown to pick up a toothbrush, a pair of jeans, a DVD, and grab some groceries?
Overall it's just a poor location for basically any city of any size.

Crap, people at the grocery store have enough trouble figuring out how to use the credit/debit terminal or remembering their pins.
