Towards the back of the end zone there was a receiver crossing...behind two OSU defenders, who were clearly between the QB and the receiver.

Hard to say really. Probably both. That Navy offense is hard to defend but OSU's offense was less than impressive today.

The D had to contend with a weird offense, but the OSU O line should have rolled Navy, and they flat out didn't.
