Instructions For Connecting to the Server For Broadcasting
First off, if you are a Mac User, these instructions will not help you. Mac users will have to download Nicecast at: Nicecast. Nicecast isn't free like Winamp is for PC users. Nicecast costs $40 to obtain a license. I will put up instructions for Mac users in a couple of days.
PC Users:
The first step is that you'll need to download winamp. Winamp
Assuming you've downloaded winamp, you'll need to download the DSP plugin.
DSP Plugin
Open the DSP file and install it as well. Once both are installed, open WinAmp. Hit control P and once you do, this should come up:

Make sure DSP Effects is highlighted as in picture. Select the option highlighted in the pic. When finished select configure active plugin.
Once you've done this, this should pop up:
Once shoutcast source pops up, you're ready to configure the server information.
Next, you'll need to select the OUTPUT tab.
You'll need to enter the information as seen in this example. For the password, contact one of the radio mods or T1B Admin.
One this step is complete. Select the yellow pages tab to name your show.

Please make sure to uncheck the make server public. It will keep the server private. Therefore, unregulated.
Next--you'll need to select the ENCODER tab.
See example. You will need to select MP3 and 128 kps. The server cannot go above 128 kps. AACP will not work for PC users, so MP3 must be selected each time.
Last step:
Make sure when you hit the INPUT tab that it's on winamp as seen below: It needs to be on this setting in order for your mpegs to transmit over the stream.
WHEN TALKING ON THE RADIO WITH A MIC:
You'll need to go to the INPUT tab, as seen here:
You'll need to select soundcard input and press talk. Once you're done talking, you'll need to switch it back to winamp--or else you'll still be feeding off your soundcard.
