Bush was traveling in Asia or somewhere, 3rd in line to the POTUS Speaker of the House Tip O'Neil could not be contacted (probably shit faced in some bar) which left 4th in line Secretary of State Haig to tell the world that the US government was still functioning without it's Commander in Chief. Maybe he sounded a little overbearing at the time, but you have to realize the Cold War was still in full bore with all its ramifications. I always thought the root of the lampoon was that when he enumerated hierarchy of power he forgot about the Speaker of the House, not so much that he was assuming a leadership role.

Constitutionally, gentlemen, you have the President, the Vice President and the Secretary of State in that order, and should the President decide he wants to transfer the helm to the Vice President, he will do so. He has not done that. As of now, I am in control here, in the White House, pending return of the Vice President and in close touch with him. If something came up, I would check with him, of course.
