Knowing they were conjoined...yes.

Not much of a choice really. According to the article they're both fucked if they do the surgery. If it were me I would let nature take it's course. They may outlive us all.

It's most likely they will both die with the surgery. But I would let the doctor determine which girl is in the overall strongest physical condition and attempt to have her take the heart. It's a nightmare kind of story and I hope the parents can come together stronger because of this situation.
