It's been over 150 years since there were any restrictions on voting based on income or property ownership and there is no Constitutional basis for what you suggest we do.

Welfare, medicare, medicaid and CHIP need to clipped. That's 37%. Axe social security and we can get it up to about 57%. Defense spending also needs to be cut fairly substantially. Leaving Iraq and Afghanistan would help there.
