I've been busted 7 times for DUI, all in the same year and in three diffrent states.Never spent a day in the can. That was back in the early 80's when I was a juvenile delinquent

Constantly driving drunk is like waving a pistol around and shooting randomly. Eventually, someone's going to get hit. Better to off the dirtbag waving the pistol around first, no? At a minimum, someone should cut his seat belt out of his car. Obviously, it's someone with a severe problem. But it's also someone with at least some level of intelligence. Hopefully, he'll use this time to dry out, then to take stock of where he is, where his problem has put him, but how fortunate he is that the problem wasn't compounded by somebody dying or getting seriously hurt. If he does that, it would be a much better result than putting him to death, which isn't even an option anyway.

I think that list has a lot more to do with enforcement than with the actual number of drunk drivers. The police all over San Diego County are very aggressive in enforcing DUI laws, with sobiety checkpoints and special units detailed to hunt down and kill suspected drunk drivers.

About 24 years ago, they tried that shit in Oregon, which resulted in about 1 or 2 or so DUII arrests in about a buhzillion man-hours of enforcement... which the state courts threw out after they got done laughing at the stupid cops.
Maybe they should reread that whole "4th Amendment" dealio.
