No, the fluctuations of a tenth or 2 of a point in ratings mean nothing. Advertisers are not going to pay that much more or less to Fox than they will CNN or even MSNBC. That is why the new battleground for television revenue is in subscriber fees. And that is why Time Warner and Cablevision have both suffered loss of service in one way or another from multiple networks attempting to strong arm them into paying higher subscriber fees. Here's a list of what they were in 2009.
Now, if you made cable TV a la carte, with no restrictions on what was available on each carrier (goodbye exclusive NFL deal with DirecTV) THEN you would have a real marketplace where those networks that people really WANTED to watch would get paid more, and those that are getting 2.1 ratings would get paid what they deserve. Doesn't that sound better?

The bottom line remains that ala carte service is not economically feasible at this time. The demand for it is there as everyone knows. The fact that nobody is servicing that demand is enough to tell any modestly intelligent individual that it doesn't work.

Used to listen to a lot of NPR when I jizz-mopped at an accounting firm. Car Talk is good, This American Life is good, Morning Edition and Marketplace are strong, and Diane Rehm is must-hear programming. Used to tune out after 2 because I didn't want to listen to Michelle Martin and Terry Gross talk about women shit, so I would listen to Leykis podcasts.
If more stations were as good as the NPR affiliate here, WAMU, there would be a lot more people listening regularly to NPR. So many smaller towns' stations just run a few programs and classic rock the rest of the day. WAMU has arguably the best local show in the country in Kojo Nnamdi.
I like NPR and think it is a valuable asset to our democracy. Fuck the rest of you.

It basically goes like this: Public radio stations buy programming from NPR. Those with bigger budgets get more shows and are able to produce their own programming. Those, like WMU's public radio station, WMUK, don't have big budgets, so they run the basics (Morning Edition, Marketplace, sometimes Rehm) and run classical music the rest of the time.
Sounds like you have a real good station in B-lo. Very nice.
