When you have to borrow money with a bond issue to cover a current deficit. You are broke. If you do not cut spending the 165 million dollar bond issue this week will be a 250 million dollar issue later this year and billions piled on billions in years to come. This is not an opinion. It is an immutable fact. It has been happening to states all across the country. It's much easier to break the debt cycle when you're only 165 million in the hole.
