The NFL and Universities have an agreement in place since the 1980s not to have major scheduling conflicts so that the NFL does not compete with Universities for Saturday viewership and Universities do not conflict with the NFL on Sundays. In return for this gentlemen's agreement between the two the United State's congress exempts the NFL from numerous anti-trust regulations and laws and exempts college football conferences with at least one private school from state LOI laws. In the end it is a fair and beneficial bargain to all parties involved in the bigger scheme of things.
