Spent billions to drive a rad SUV around Mars... and they don't have a freaking spaceship to do basic repairs on satellites.

Uhhh....besides the Hubble Telescope, when did we ever fix a satellite in space?

Hubble was a special project. Fixing satellites was never part of anybody's mission. Mostly, it's probably cheaper to replace them than to send somebody up to work on them.
Maybe in future it might be possible to do it remotely but that would take a completely new class of vehicles and robots.
