(CNN) -- An elected county judge in Texas is warning that the nation could descend into civil war if President Barack Obama is re-elected, and is calling for a trained, well-equipped force to battle the United Nations troops he says Obama would bring in.

The comments by Lubbock County Judge Tom Head, who oversees emergency planning efforts, were broadcast by CNN affiliate KJTV. He made similar remarks on radio station FOX Talk 950.

Saying that as the county's emergency management coordinator he has to "think about the very worst thing that can happen and prepare for that and hope and pray for the best," Head told radio host Jeff Klotzman that he believes "in this political climate and financial climate, what is the very worst thing that could happen right now? Obama gets back in the White House. No. God forbid."

Referring to unexplained "executive orders" and other documents that Obama and "his minions have filed," Head said, "regardless of whether the Republicans take over the Senate, which I hope they do, he is going to make the United States Congress and he's going to make the Constitution irrelevant. He's got his czars in place that don't answer to anybody."

Obama, Head said, will "try to give the sovereignty of the United States away to the United Nations. What do you think the public's going to do when that happens? We are talking civil unrest, civil disobedience, possibly, possibly civil war ... I'm not talking just talking riots here and there. I'm talking Lexington, Concord, take up arms, get rid of the dictator. OK, what do you think he is going to do when that happens? He is going to call in the U.N. troops, personnel carriers, tanks and whatever."

Head vowed to personally stand "in front of their personnel carriers and say, 'You're not coming in here.' And I've asked the sheriff. I said, 'Are you going to back me on this?' And he said, 'Yeah, I'm going to back you.' Well, I don't want a bunch of rookies back there who have no training and little equipment. I want seasoned veteran people who are trained that have got equipment. And even then, you know we may have two or three hundred deputies facing maybe a thousand U.N. troops. We may have to call out the militia."

Sheriff Kelly Rowe told KJTV there had been no conversation about such a civil war scenario. The two have discussed contingencies for emergency management, he said.

KJTV reported that the warning was linked to taxes. Head "indicates a tax increase is needed to shore up law enforcement to protect us," the station reported, adding that a tax increase is under consideration that "would largely benefit the district attorney and sheriff's offices. But the emphasis is more on salary competitiveness than doomsday scenarios."

Head made his controversial remarks Tuesday.

On Wednesday at a county commissioner meeting, he emphasized that his remarks were about "worst case scenario in my opinion," and added, "Do I think those are going to happen? Probably not."

County Commissioner Gilbert Flores told KJTV he was "ashamed" of Head's remarks, and told the judge, "I think you better plan to go fishing pretty soon."

Attorney Rod Hobson jokingly put up U.N. flags outside his Lubbock office, KJTV reported. "When I saw the story I thought, once again, Lubbock is going to be the laughingstock of the entire nation," said Hobson. "What makes it so sad is he is our elected county judge, who is in charge of a multi-million dollar budget. That is scary. It's like the light's on, but no one is home... I'd just like to think he's off his meds."

But video from the Wednesday meeting showed at least one citizen supporting him. "Judge Head, thank you, and God bless," one citizen said.

Head did not immediately respond to an e-mail or phone call to his office Thursday morning.

KJTV reported that an aide to Head said the judge will not be commenting for one or two days.

Considering the POTUS has the United States Armed Forces at his command, why on earth does this dullard think that Obama would call on U.N. forces to quell any uprisings here? Belgians in blue helmets riding around in personnel carriers, when he could just send in the National Guard and, failing that, the U.S. Army?

Yeah, that's what I was alluding to. I suspect this sort of dumbassery goes on everywhere and we're just not hearing about it.

It's really a shitty deal. The major cities give us a bad name due to all the ghetto thugs, illegal immigrants, homeless people, and urban blight. The Red States give us The Home Shopping Network, Nascar, obesity, Derron, and poptart.

We're pretty much screwed.

Smackie, I don't necessarily agree that we've always been as screwed as we are now. We've become markedly dumber as a people since the advent of mass media and electronic everything. With everything being spoon-fed, fewer and fewer Joe Lunchpails read and think.

I would disagree, but would qualify my disagreement by saying, rather than making a blanket statement that we're worse off now than we were - when? - a more defined time period be specified to make the comparison. If you're saying we're dumber as a result of failure to think critically due to mass media spoon-feeding, when would you consider that period to have started? And how far back before that would you bound the "golden age"? If we're talking decades rather than centuries, a comparison might be easier. If you go back far enough, Joe Lunchpail likely was unable to read, there would have been relatively little information to read about even if he were able, and I doubt his critical thinking skills would've been any more honed then than it would be now. I might argue that the massive amount of information readily available, and the numerous electronic means to access it quickly, would contribute to us becoming smarter, not dumber, though I get where you're coming from.

Are you talking about the US, or the world? And if your take is that we're dumber and more screwed now than we've been in the past, and things are unlikely to get any better, to what historical timeframe, in your opinion, should we aspire to intellectually return?

Sam is right. There are people down here hiding their guns and ammo and building "safe houses" when Marshall Law is implemented.

I have three co-workers who believe this shit. They are stockpiling guns and ammo like you wouldn't believe. Two of them have built shelter-like structures on their inherited farmland with MREs and all kinds of other survival shit. They're fucking nuts.

Listen to any political speech from the '50s on back, and compare them to the relaxed, folksy 'plain talk' from the late '60s on. Notice the difference in written text, whether in newspapers or personal letters.

It basically coincides with the advent of TV, which began the dumbing-down babysitting of America, which only became a million times worse when the internet hit, followed by iPhones and texting. Anymore, no one reads. No one does real things. It's all quick hits. Virtual everything. Get it done fast.

Mix in a history or civics lesson so you understand " Marshall law" when it is implemented. This way when it does happen, you will understand what it really is when you open your pie hole up to bitch about it.

Spelling has not a thing to do with it Gobbles, the context is which he presented the concept of " marshall" law was very clear. There is no such thing. It is clearly "martial law" .

Marshall Law is not a misspelling. It is just using the wrong word, which happens to be pronounced the same.

Making it a misspelling, since the intended word was clearly understood. If you write 'their' when the correct word for the context was 'there,' it's a misspelling. It doesn't matter that both words are actual words.

I don't read up on this shit. It's the people who tell me what they are doing to prepare for Martial Law. Their words, not mine. I've always assumed Martial Law is where the government armed forces pretty much take your guns and police the streets. If you don't turn over all of your guns, then you will be executed on the spot. At least that is how was presented to me by two people down here.

They are prepared for that scenario.

They think they are prepared. Martial law is way beyond what even the most hardcore preppers are preparing for. Economic collapse, natural disaster problems, some of that shit maybe. Martial law is a completely different thing, depending on how it comes about. An organized military action is likely to over run any preppers, and you would be forced to a bug out and hide situation.

Martial law is a worst case scenario.

Uhhh, those people did a pretty good job of taking on the government. Got way more than they should have in the way of free housing, food, clothes, cars, trailers, etc. I'd say they got over.

Lefty nailed it.

As much as I find my three coworkers batshit crazy, I'll be looking to them for shelter if shit does indeed go down. They are fucking serious and have an arsenal to take on a TWC. If I'm not mistaken, one of them has hinted at building a tunnel system under their bunker. If that isn't prepared, then I don't know what is.
