Dins, the rule in question is rule 26. This isn't specific to the Masters. The only part of this that is in fact local to the course is the location of the drop zone.

The rules covering drops aren't changed by the members of the club. They only change when the USGA and the Royal and Ancient say so.

the rule was changed two years ago dumbass and it was unrelated to Woods, but rather to an incident at the British Open.....it was the R&A who initiated the rule change, not the USGA.....
