Hell no. This was big news out here the other day. Five teenagers from upscale OC on the way to the beach on Memorial Day slam into a tree at 100 mph or so. Five dead teenagers. Driver didn't have a license but was still driving his tricked out Infiniti. A sixth kid bailed at the last minute to study for a test.

Yet another example of why insurance companies would never write policies for anyone under age 25 if states did not issue them driver's licenses. Thanks to assigned risk pools and parents adding them to their policies the kids get to drive. I remember my premiums being higher just because I had teenagers in the house.
