No, the Bible does not say when the earth was formed.
It just says it was... in the beginning, but does not declare when the beginning was.
Specifically, it's possible that there is a gap (of an unknown amount of time) between Genesis 1:1 and 1:2.
The age of the earth is not definitively given in the Bible.
People can speculate and draw their own conclusions -- but it's not something I spend much time with, because God clearly places no importance on having us know it.

A. He's guilty and deserves it.
B. Courts martial have a further responsibility to promote the good order and discipline of the force. You can't simply allow some dipshit to abandon his post without severe consequences. It would be a slap in the face to everybody else who has and is out there risking life and limb. It would very bad for morale to let this clown skate with a slap on the wrist when he's found guilty.
Hopefully his unit also got a full colonoscopy a few years ago. I don't doubt for a second Bowe's allegations that his unit was completely fucked up mess.
