You can't be selfish and you can't look the other way. You have a civic duty. You must go to the neighbors home and confront the boy and his parents. If he is unchecked he will gradually become more destructive and someone will end up being hurt or even killed. Do you want that on your conscience just because you are selfish? Do the right thing and step out of your comfort zone. I've been involved in these kind of situations.
