Laquan was high on PCP. It's quite common for it to take a lot of rounds to take these people down. There was a suspect in L.A. who the police shot with 18 .357 rounds & 3 shotgun rounds. All of which only allowed the cops to restrain him enough to cuff/strap him down to a gurney. He later died in the hospital.

From the vide I saw, he made no threatening moves toward them. He was just passing by them. They had no reason to believe he was armed. If he had just knocked over a bank or shot someone, then it is open season on his ass, but, I don't believe that was the case.

I'm not saying whether the shooting was justified, just clearing up erroneous statements being made here. From the looks of the video the guy was not advancing on the officer as he said in his report.
But there's things that most people don't know or understand. There's a guideline that once a suspect gets w/in 21 feet of an officer that suspect can get to the officer before they can draw their weapon. If the officer knew or highly suspected the guy was high on PCP (through either observation, statement from the reporting party, or prior contacts with this suspect) the officer would have justification for not waiting for the guy to get closer than 21 feet. As I've already said, there have been prior suspects who were shot more times who were only slightly slowed down. A person on PCP needs to be treated as more dangerous than other suspects.
