The shirt is meant to appeal to TWD fans and would be recognized by other fans of the show.
Any meaning anyone else would attach to it would simply be their own conjecture.

Exactly. Taste in clothing is subjective and to a TWD fan, that shirt rocks. To a non-fan, it could represent anything. Calling it racist is idiotic. Calling it geeky would be accurate, but still judgmental.
