It wouldn't be fresh as in you just hauled it over the gunnels of your boat, but it could be maybe 12 hours from being caught, which means it wouldn't have to be frozen. I guess you'd classify it as sorta fresh.

Quite unlikely. And people don't seem to realize that much commercially caught fish has been dead for quite some time before it ever gets back to port.

I could go down to Newport, OR (largest fishing port on the West Coast), and go straight to the fish dealer, and it's unlikely I'd get anything that hadn't been dead for well over 12 hours.

Interesting about the halibut. I've not seen it offered by my local sushi place, but I have bought it from my fish monger. I have no doubt that what I get is halibut, and to me there's a difference in taste between halibut and flounder*. They occasionally also have halibut cheeks, which are outstanding, somewhat similar in texture to scallops, and well worth the $20/lb. price tag. The ones I've gotten have generally been 4-5 inches in diameter. Good eats.

*And yes, I know that halibut are a species of flounder.
