This is a problem at uncontrolled fields. Everyone better be on their A game.
You can see this going wrong right from the first few seconds. Around the :12 sec mark you see the first of the two crash planes enter the screen. Around the :17 second mark you see the second plane enter the screen. Multiple problems are already showing themselves. The second plane enter the picture at a much higher altitude than does the first. The second plane is also moving much faster. This means the second plane is going to have a much steeper descent to the runway threshold.
In such a descent profile the first plane isn’t going to be visible to the second plane unless the pilot of the second plane is sitting way forward with his nose near the windscreen. Even then he might have trouble seeing the first plane. Of course no chance for the first plane to see the second one on final.
Way to early to know where blame will fall, but it likely will spread itself around.
Bottom line is I don’t like operating into uncontrolled fields for just this reason. Far to many doctors, lawyers, and stock brokers that think they know what the hell they are doing. They don’t and this is the sad result.

Johnson Creek has somewhat of a cowboy reputation with a lot of pilots going in and out of there. Not real high on my list because of what Lefty said, a lot, and I mean way more than the average uncontrolled field traffic. A lot of pilots in the area at the time, a lot of radio chatter, and one radio found turned way down. SOP was first call out three miles out which is fairly close in, I would be announcing at about 8, maybe 10 miles if a lot of traffic and make damn sure I had the sequencing straight in my head. Then again at 5, 3, with landmarks and 1 mile final.
The report said nothing about the aircraft on the field not announcing they were clearing the runway and causing the plane in front of the two crash ones to do a go around. No factor that I can see, the Cherokee was going to be at least 15 knots faster than the Tri Pacer and as Lefty said, at the height he was, probably never saw the Tri Pacer and was not paying attention to what ever kind of sequencing call outs there had been up to that time. You not only should do call outs,but maybe talk to each other a bit if you are unsure of the sequencing in front of you. The Cherokee looked way high and fast and had not set up real well for that landing and was going to be well down the runway at touch down.
Mountain flying is a unique thing, and too many pilots do not take extra training in mountain flying. Combine a high number of aircraft and some relative low time pilots and vastly different performing aircraft and shit like this is bound to happen. I am going to take a 12 hour mountain flying class next year since I will be operating out of Sisters, Oregon field and transiting the Cascade range fairly often. Routine flight but over mountainous terrain, the extra training cannot hurt.

Three things:

Pilots are tired and low on fuel. They were way long on the touchdown maybe due to winds coming out of the storm. Instead of executing a missed approach, they got aggressive. Full brakes and reverse thrust and they skidded right off a slick runway.
In the rain on a perfect runway you want to land like it is an aircraft carrier. Firmly with damn near all the runway in front of you. This gets the weight on the wheels quickly and dumps the lift with auto spoilers armed. Then go to your reversers, and continue to use the rudder for direction control. When you are slow enough that the rudder is no longer viable, then start working the brakes.

There are plenty of these vax cops on board these days. They don't get nearly the run in the press the non-maskers do, but they are out there.
I have been asked multiple times if I am vaccinated as a passenger on planes. In every situation I have not responded or told them it is none of their business.
The current Federal Mask Mandate for travel ends on Jan 18th. The airline pilots and waitress unions are pushing hard behind the scenes for this to be allowed to expire and for it not to be extended. They are tired of being the maks police.
My guess is it is extended one more time and then it is allowed to expire. The Biden Administration does not want to go into 2022 campaigns and have the GOP use that against them. Biden will want to claim "victory" over the Rona before the elections.
