There was helmet to helmet contact, but the defender did not lower his head. Basically, it was just 2 players running into one another. It may have been a technical violation, but it was a good non-call.

Can't helmet to helmet a defenseless player. Horrible blown call that cost players who had the Skins plus the points a cover.
