This has been ongoing for quite while. The Pacific NW is known to have a high suicide rate. Some of these incidents have been explained as suicide by jumping off a bridge in Vancouver etc. Once the body is in the water a while and decomposition occurs, it is known that feet are among the first to break away from the body at the ankles.
