Why was the enforcement of the five-yard chuck rule put in place a few years ago ?

Because Indy the Rams and other teams cry to the league,they couldn't compete

on the field so a rule was put in place to help teams beat the pats.Thats the

I don't know, maybe because a rule that already existed wasn't being enforced. So some teams said "hey, why the fuck do we even have this rule if you aren't going to enforce it" and the NFL made it a point of emphasis to start blowing the whistle for an offense that was already against the rules.
