What this very clearly says, to me, is that neither slavery nor involuntary servitude shall exist within the United States, or any place subject to their jurisdiction, EXCEPT as a punishment for crime whereof the party shall have been duly convicted. Seems pretty straightforward to me. No slavery or involuntary servitude unless you've been convicted of a crime.

Some get paid some don't, but that doesn't change the fact that the text CLEARLY says there is an exception to the rule. Slavery is allowed whether it is practiced or not. That being said it is CLEARLY Involuntary Servitude because most of those cats would rather fuck around all day than get paid $15 a month.
