The 22nd Amendment was passed by Congress in 1947 and ratified in 1951. But as your linked article noted, it was first proposed in Congress in 1944, before FDR was elected for his fourth term and before anybody knew he'd be too dead to run for a fifth.

So, actually, the Amendment was prompted by FDR's multiple terms but, what just about nobody (including Constitutional scholar Liz) has pointed out, it would not have applied to FDR even if he lived.

Section 1
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President, when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

In all truth I can’t say that hearing that word genuinely annoys me, but as guy who works in that field I can only think of one other profession where Hollywood has made such an impression on the public at large: EOD. In Tinseltown helicopters always explode when flying behind a hill, complete novices can fly helicopters with zero training, helicopters can have their rotors start or stop while in flight to no ill effect, and various abrupt maneuvers can be performed without killing the person doing them.

In Hollywood bombs always have blinking LED lights and beeping sounds. Merely cutting a single wire disables a bomb. Every explosion results in a massive fireball and devastating destruction. And building bombs is child’s play, but saving them beyond cutting the blue wire takes a PhD.

Because a college degree (s) means you were able to pass the tests and showed some level of book smarts, but that does not always translate into real world knowledge and common sense, and conversion of that education into something other than paper smarts.
